Julia Duncan-Cassell

Julia Duncan-Cassell serves as Vice President of VeriTrust Liberia, bringing a rare blend of senior public-sector leadership and U.S. financial services experience to the organization’s mission of strengthening trust, transparency, and risk control in Liberia.

Duncan-Cassell previously served as Superintendent of Grand Bassa County and later as a cabinet member during the presidency of Ellen Johnson-Sirleaf, where she worked at the intersection of governance, public accountability, and economic development. Complementing her government leadership, she built a strong track record in the U.S. financial sector as a regional director for banks and credit unions in Northern California, overseeing operations, customer risk considerations, and performance across multiple locations.

In her role at VeriTrust Liberia, Duncan-Cassell applies this combined background to help shape a bank-defensible verification model—supporting KYC/KYB, vendor verification, and due diligence services that improve decision-making for financial institutions, donors, and businesses. Her experience in both government and banking positions her to strengthen stakeholder confidence, guide strategic partnerships, and ensure VeriTrust delivers credible, evidence-based outcomes.
