Julia Duncan-Cassell

Julia Duncan-Cassell serves as Vice President of VeriTrust Liberia, bringing a rare blend of senior public-sector leadership and U.S. financial services experience to the organization’s mission of strengthening trust, transparency, and risk control in Liberia.

Duncan-Cassell previously served as Superintendent of Grand Bassa County and later as a cabinet member during the presidency of Ellen Johnson-Sirleaf, where she worked at the intersection of governance, public accountability, and economic development. Complementing her government leadership, she built a strong track record in the U.S. financial sector as a regional director for banks and credit unions in Northern California, overseeing operations, customer risk considerations, and performance across multiple locations.

In her role at VeriTrust Liberia, Duncan-Cassell applies this combined background to help shape a bank-defensible verification model—supporting KYC/KYB, vendor verification, and due diligence services that improve decision-making for financial institutions, donors, and businesses. Her experience in both government and banking positions her to strengthen stakeholder confidence, guide strategic partnerships, and ensure VeriTrust delivers credible, evidence-based outcomes.

Moses is a veteran Procurement & Supply Chain expert with over 20 years of experience within the United Nations system and international NGOs. He specializes in end-to-end sourcing, donor compliance, and vendor risk mitigation, helping organizations maintain operational integrity in complex environments.

Joe Cassell

Joe Cassell is the Founder of VeriTrust Liberia and the Founder and President of Quality Resource Solutions (QualRS), a U.S.-based compliance consulting firm with 15+ years of experience supporting regulated industries. Through QualRS, he has led and supported risk-based assessments, vendor qualification audits, and quality systems work for organizations across the United States and internationally.

At VeriTrust Liberia, Joe focuses on building evidence-based verification services that help banks, donors, and businesses reduce fraud and make faster, defensible decisions. He brings a practical, standards-driven approach—combining disciplined documentation, clear reporting, and strong integrity controls to make trust measurable.
